Innovative teams that have been able to identify a new, technological and practical idea in the field of medicinal plants and herbal medicines and related industries, but are not yet ready to become a company, can be accepted at the center. The Plant Phenomenon Technology Development Center focuses on the effort to form a cohesive working group with different specialties and ultimately implement the idea. The center tries to provide the necessary support to provide the conditions required for the formation of a working team and the creation of a product from the idea, and in this way, provide the necessary grounds for the entry of the innovative team into the center; because creating new jobs and businesses, producing products and ultimately increasing wealth based on knowledge and technology are among the main missions of the country and the center.
The following are required for admission to the center:
Expert team: These are people who have expertise in a specific field and can complete the topic they have chosen for the innovative team's activity.
Central idea:
The innovative team must choose a central idea for itself. The central idea ultimately leads to the presentation of a new and technological product. At this stage, it is not necessary to build a commercial prototype of the product, but building a laboratory or initial prototype of the product that is functional is also acceptable. The central idea is selected based on the team's knowledge of the market and understanding of the existing technological shortcomings and deficiencies, as well as the team's ability to build it. Therefore, although the product produced at this stage is not commercial, it must have the potential to enter the market. Research and study topics cannot be selected as ideas because the assumption is that studies and research related to the idea have been previously conducted and the innovative team is seeking to build and commercialize it.
General conditions for technology units applying for establishment in the center:
The institution must be registered. The institution must be growing with a useful work history. The added value in their products must be high, they need little land, they must be production based on expert labor, and they must not be mass and bulky. They must have a written and specific plan for developing activities. At least 60% of the shareholders and 60% of the workforce must be graduates of domestic or foreign universities. Institutions active in the field of technology transfer and dissemination, as well as technology absorption and localization, are given priority. Institutions active in the field of export and herbal medicines and medicinal plants, and industries that are somehow related to these industries, are given priority. If the foreign investor partner has a maximum of 49% of the shares, they are given priority. They must have a valid license or permit from the ministry or related organizations.

The center's programs and services for transforming technology units into knowledge-based companies are as follows:

•Obtaining low-interest and long-term financial support and facilities for start-up companies

All these services are provided upon request by the core, team, and technology unit and with the approval of the center's council. Priority is given to units that cooperate and participate in the courses considered by the center.
